Are there really any non scholarship teams in FCS? Any scholarship given to an athlete is also considered an athletic scholarship. San Diego is NOT a non schollie football program. They do offer football schollies according to their own website.
Because any disbursed financial aid has to average the equivalent of 56.7 full scholarships over a two-year period for the FCS school to be considered a bowl counter. It's not that the Ivy schools can't ever count as bowl counters, it's that they typically don't give enough aid to consistently hit that number. Pioneer schools aren't generally considered to be bowl counters either for the exact same reason.
