Here is what a non-FBS NFL roster might look like. This roster includes players from FCS, Division II, Division III, NAIA, and even Canada (U Sports). As I was building the roster, the talent lead me in the direction of a base 3-4 Cover 3 defense and a base 2TE, single back offense.

Most of the ones listed are in their 30s, and Johnson has much better career stats than Malcolm Butler.
Falcons WR Taylor Gabriel is one if he 10 fastest guys in the NFL.
