Just allow FBS teams to count one FCS win towards bowl eligibility regardless of opponent. Make an exemption only necessary if an FCS opponent is the second on the schedule for that FBS team. This happens most often when someone is forced to make a last-minute schedule change.
It's not a priority in the subdivision because of how few teams fall under the threshold: the Ivies, the Pioneer, Georgetown, Sacred Heart, and Merrimack.

Merrimack does not fall under this threshold. The Warriors are simply ramping up schollys (equivs) from D-II levels as they transition to FCS. They already have a FBS game on the books in 2023 at UMass.

I can't speak to Sacred Heart-specific football aid, as they may simply be choosing not to schedule FBS games, but there is nothing in NEC rules that is holding them back from being a "bowl counter"

So eventually it will be just the Pioneer, the Ivies...and one outlier in DC.

Delaware State 2021 and 2022 schedules - Georgetown picked up a road game, but, again, no return.
