Their first season stats were very similiar.

Joe Flacco: 2,783 yards, 18 tds, 10 ints, 63.3% completion, 128.82 passer rating
Pat Devlin: 2,664 yards, 16 tds, 9 ints, 64.4% completion, 139.12 passer rating.

I think you have to look at a couple of factors. They are both very calm under fire, both very smart, accurate throwers. Pat doesn't have the arm that Joe has, but was able to do as much with much less surrounding him. Pat had a very bad last game of the season against Nova that hurt his stats some. If our team has improved, which I think it has, from last year then Pat will have a very, very good season.
