The punter touching his knee to the ground as he caught the snap was an interesting one. He downed the ball when his knee touched the ground.

Well, by definition, every time a holder for a field goal or extra point catches the ball his knee is on the ground and the ball should be dead.

Haven’t looked at the links, but that one is a noted exception in the rule book. Now, if that Holder comes off his knee to catch the snap & then goes back down to place the ball, he’s down…play over. He became a ball carrier when he lifted that knee. The Punter is always a ball carrier.

Also - didn’t know Horse Collar tackles were still legal in the tackle box. Good to know. I could have seen myself getting upset about one of those. Now I see myself winning a bet or 2 on such a call/no call.

Also2 - Seems to me they could have called Targeting on both Louisville Players (#7 AND #38). That woulda been interesting. Anyone ever see’d 2 Targeting calls on 1 play … on a hit on the same guy?

Opinion - Like to see Targeting become an NHL style ‘Penalty Box’ kinda thing maybe out 15 or 20 or 30 minutes of game clock time with carry-over to the following week. Anybody like that or, as usual, another stupid FUBeAR idea?

video 4, play 5: it looks like the punt team player is standing on the goal line while still in contact with the ball, so wouldn't that be a touchback even under NFL rules?
(not that it matters, because the NCAA rules go by ball position, not player position in this case, as explained by the video)

Yeah, since his toes were on the goal line after that little hop when he was still touching the ball that was across the plane it would be a touchback even in the NFL. On a related note it really irritates me when fans boo like crazy in a college game for plays like these because they think it's the same rule as the NFL. I prefer the college rule to the pro rule... takes out the ambiguity between a touchdown and a touchback since the same principles are used for both.

I'm good with ejection for egregious stuff but this ^^^ is a much better solution in general, IMO. I would also be in favor of a Targeting Level 1 and Targeting Level 2, where the first is a 15 yard penalty and a warning -- like the way they do unsportsmanlike now -- for bang-bang plays where the result is targeting but no obvious malice or stupidity, while the second is 15 yards and ejection for a second Targeting 1 or obvious idiocy like launching into a receiver over the middle or hitting a sliding QB. I've never been a fan of ejection for defensive players who are just trying to play fast and physical and get caught in a bad position.

You can lift you knee to catch a bad snap and go straight back to your knee.

The defender lead with his helmet and hit the receiver in the helmet. Someone on the postgame radio show had the same thought I did -- if Watson didn't bounce back up right away, the officials might be more inclined to throw a flag.

I thought targeting was suppose to be using the crown of the helmet. It's hard to tell if the defender used the crown of the helmet of the front of the helmet.

What video are you guys watching. It is clear that the crown of the helmet was involved in the contact and it is clear that he lowered his helmet prior to the contact.

Interesting call in the Colt Ravens game last night. Football quite literally has a “lateral” rule that defies basic physics. If anybody watched the game or has the video or thoughts on this please elaborate. This rule needs to be amended in football.

That appears to be Article 3 of the rule: Targeting and Making Forcible Contact With the Crown of the Helmet - you can't drive the crown of your helmet into a players abdomen, sternum, etc. Article 4: Targeting and Making Forcible Contact to the Head or Neck Area of a Defenseless Player - you can't make forcible contact to the head or neck of a defenseless player (defined in Note 2 of the rule) with the helmet (any part), forearm, fist, elbow or shoulder. Presumably, with good effort, you are legally allowed to hip check a defenseless players head?

http://www.ncaapublications.com/productdownloads/FR21.pdf Applicable rule on page 95.

The crown is irrelevant to targeting if it's a forcible hit to the head or neck. That was CLEAR targeting. Be interested to find out what game the refs were watching. Wait... was it the guy who wasn't watching the EWU field goal in the Kibbie Dome last year???

I referenced the crown of the helmet because some on here denied that it even happened in the play at Fargo. And that field goal call was also hilariously awful.

I rewatched 3 of Steve's Shaw's videos. Targeting is a common rule he reviews in the videos. and yes, you are right, it is forcible contact to head or neck area and in this case the helmet was used as that contact.

Penalties assessed on the kick aren't really much of a penalty. The receiver call for a fair catch and the ball comes out to the 25... essentially no penalty for cheap shots, any unsportsmanlike penalties on the extra point.

You can lift you knee to catch a bad snap and go straight back to your knee.Interesting…just looked thru current rules…and it seems as long as a Player (usually the Kicker) remains in position to kick a Scrimmage Kick, the Holder can kinda do whatever he wants with the ball & his body. He can stand up, kneel back down, do the hokey-pokey, lie on the ground and shotgun a beer, etc…and the ball stays live…

Ball Declared Dead
ARTICLE 3. A live ball becomes dead and an official shall sound their whistle or declare it dead:
a. When it goes out of bounds other than a kick that scores a field goal after
touching the uprights or crossbar; when a ball carrier is out of bounds; or when a ball carrier is so held that their forward progress is stopped. When in question, the ball is dead (A.R. 4-2-1-II).
b. When any part of the ball carrier’s body, except the hand or foot, touches the ground or when the ball carrier is tackled or otherwise falls and loses possession of the ball as they contact the ground with any part of their body, except the hand or foot [Exception: The ball remains alive when an offensive player has simulated a kick or at the snap is in position to kick the ball held for a place kick by a teammate. The ball may be kicked, passed or advanced by rule]

…until a Player in position to make a scrimmage kick moves out of that position or the holder moves himself out of position to hold for such a kick…or, I guess, if the opposing team knocks the player out of that position…then regular down/dead ball rules return…

the easiest would be to just have the officials under the goalpost make a judgement call (and have it be unreviewable, same as when the kick is higher than the top of the upright)
wouldn't really be any different than various other game situations where the officials make judgement calls

Hitting the goalpost would normally make it a dead ball situation. If it made it a dead ball, then the field goal wouldn’t count. I hope that somewhere else in the tule book, the play ends after a field goal. If not, you could kick a field goal, grab the ball and run away while running out the clock. It would definitely change fourth quarter strategy.

do the officials blow their whistle(s) when a FG attempt is ruled good? If so, the ball becomes dead when the whistle is sounded.
(I honestly haven't paid enough attention to notice whether they whistle at that point or not).
