I know that the FCS can give fulls, halves, thirds and so on and are allowed 63. How does it work for the FBS? Can they do this or are all 85 of them full rides?

I'm pretty sure they give out only full schollies.

That would be correct. FBS scholarships are full rides and cannot be split. Maximum of 25 initial counters per year, maximum of 85 counters total. FCS schools are allowed 63 equivelencies that can be divided among a maximum of 85 counters. No more than 30 initial counters per year.
