Meh, so many people really only consider their level when they make statements like that. I know earlier in the playoffs Klieman said Stick was the best QB in all of college football. I love Stick, but while he is a winner, that seemed like hyperbole (Klieman even hedged his bet after the title game and made a similar statement, but qualified it with FCS).

Everyone knows Dabo wasn't talking about FCS, D2, D3, NAIA, or NCCAA or even the pre-NCAA era.

Interestingly, it is possible for an FCS champion to actually go 17-0 (maybe even 18-0 if they play Hawaii). It would require a team going 12-0 and not being seeded but running the table.

Clemson (15-0), NDSU (15-0), Valdosta State (14-0, DII), Mary Hardin-Baylor (15-0, DIII), Morningside (15-0, NAIA)

And the last time that happened was 2013:
Florida State (14-0), NDSU (15-0), Northwest Missouri State (15-0, DII), Wisconsin-Whitewater (15-0, DIII), Grand View (14-0, NAIA)

Of course going 15-0 is pretty rare in the FBS because you have to win your regular season, your conference championship game, the semifinal game, and the FBS championship game, and obviously it's only been recently that some of those have happened. Many conference championship games are a relatively new thing, and you've only had the 4-team playoff for a few years too.

In D2, NWMSU had back-to-back 15-0 seasons in 2015 and 2016.

This year, Ferris State had the chance to finish 16-0 but lost in the title game to Valdosta State.

Even with the Patriot and Big South struggles recently, I cannot see an undefeated champ who also has that FBS win not get an 8. Pioneer and NEC teams maybe, but I think that FBS win along with the consistency of an undefeated season against a weak schedule would still push a team into the 8 seed. I would love to see this scenario actually occur and see what would happen though
