... yet another HBCU is negatively impacted by the NCAA. Is it one of the domino effects of lack of funding and oversight among the HBCUs? It's not athletic-related but it directly impacts players' eligibility.

This looks more like the administration supplying incorrect information (granted, it's likely that they're saying students are making progress when they weren't). It seems that the schools that are open about students not making progress get hit harder some times though.

An idea I've had that could help to reduce the instances of someone needing to withdraw due to money would be to have a minimum guaranteed aid per year over 4 years assuming they're making the grades. I haven't fully fleshed out the ideas of how it could work, but have time to do so (thanks to the PA System Strike).

How long have these policies been in effect? Quite some time. Theyve had plenty of time to get this right.
