Coach Walton was the Head Coach and Offensive Coordinator for 20 years. Coach Walton has retired for now there is a need for an OC at RMU.

Ok so there is still an HC and Joe Walton was doing the OC duty until they found a new one? Why advertise so late though?

Yes. But he is a pretty good offensive coordinator.
