Chris Walley completed 17 of 23 passes for 239 yards and two touchdowns, and the Norfolk State defense kept Howard out of the end zone for the final 55 minutes of the game as the Spartans downed Howard 23-9 in the MEAC opener for both teams on Saturday afternoon at Greene Stadium.
