It's a whole lot of nothing.

Legitimate hardships (I need to be near my dying mother with breast cancer, etc.) will be allowed to transfer, sit out a year (to deal with their "hardship") and get an extra year of eligibility. This is probably a better deal for true hardship cases.

I doubt there will be excessive transferring, since to qualify for this rule, the player must have already taken a red-shirt year and will then need to sit out another year before playing. What kind of high-quality athlete would want to sit on his ass for two years.
