I'm uncertain, but I believe so - whether they have used all of the scholarships up I can't figure out online (and I got caught up reading up on Alabama's oversigning issues, I'll admit). USA is fully Sun Belt now and is (technically) eligible to win their conference. They visit Rocky Top on September 28th (just some good news for any crestfallen fans in the Vol State).
